Be it enacted by the County Councillors and County Commissioners here assembled that

THE BOARD OF NEW HAVEN COUNTY ENACTS

Section I - Definitions

  1. Executive Pro Tempore - A County Councillor elected by the Board to serve on the County Commissioner and to serve as County Executive in the absence of the County executive

  2. County Commissioner - A Member of the County Commission

Section II - Text

  1. The Position of Executive Pro Tempore shall be established
    1. The Executive Pro Tempore shall be a duly elected member of the County Board, and may not be an ex officio member of the board.
    2. The Executive Pro Tempore shall be appointed by the County Board via Resolution proposed either by the prospective Executive Pro Tempore or by other members.
    3. The Commission of the Executive Pro Tempore shall last three months, unless the term of the County Board shall expire before then.
  2. The County Commission shall be established.
    1. The County Commission shall be composed of the following;
      1. The Sheriff of New Haven County
      2. The County Executive of New Haven County
      3. The Fire Chief of New Haven County
      4. The Executive Pro Tempore of New Haven County
  3. Those on the County Commission shall be referred to as County Commissioners.
  4. The County Board shall have the power to remove the commission of a County Commissioner for up to one month, with good reason.
  5. The County Commissioners may preside over County Board Meetings, with preference given in the following order.
    1. The County Executive of New Haven County
    2. The Executive Pro Tempore of New Haven County
    3. The Sheriff of New Haven County
    4. The Fire Chief of New Haven County
  6. Should A County Commissioner be presiding, they may only get a tie-breaking vote, regardless of their position outside of the Commission.

Section III - General Provisions

  1. Upon this County Ordnance being published, it shall go into effect immediately. All conflicting Municipal Ordinances & County Ordinances will be declared null and void.
  2. This Ordinance may be repealed by the State Legislature under Article IV, Section 602 of the New Haven County Charter.
